The Village of North Bay Planning Commission serves as an advisory and regulatory body responsible for overseeing land use, site development, zoning compliance, and municipal ordinance reviews within the Village. All operations of the Planning Commission are governed by Village Ordinances and Wisconsin Statute.

Commission Composition and Membership

Under Section 2.07(1) of the Village of North Bay Code of Ordinances, the Planning Commission is constituted as a seven-member board consisting of :

  • Village President: Serves as the presiding officer of the Commission .
  • Village Trustees: The three elected Village Trustees (including the Constable/Trustee 3) serve as ex officio members .
  • Citizen Members: Three resident citizen members are presented by the Village President and approved by the Village Board at the first regular meeting of the Village Board in May of odd-numbered years for a term of two years.
  • Village Clerk Role: The Village Clerk serves as the Secretary and a non-voting member of the Board.

Primary Responsibilities and Functions

  • Site Development and Plan Review: Evaluates site plans and permit applications for new construction, building renovations, structural additions, any and all accessory buildings or structures (such as garages, sheds, saunas, and any structure),  decks, and fences to ensure alignment with Village zoning codes .
  • Conditional Use Permits: Reviews applications for conditional uses and makes determinations or recommendations prior to permit issuance .
  • Ordinance Amendments and Zoning Updates: Holds public hearings, reviews proposed updates to Chapter 8 (Planning and Zoning) of the Village Code—such as regulations regarding renewable energy installations (solar and wind energy systems)—and submits formal recommendations to the Village Board .
  • Comprehensive Planning: Ensures that proposed zoning modifications, site developments, and land use activities remain consistent with the Village of North Bay Comprehensive Plan and public welfare .
  • Referrals to the Board of Appeals: Identifies non-compliant applications or requests requiring variances and routes them appropriately for Board of Appeals review .
